Women’s intimate care products—including external washes, moisturizing gels, cleansing wipes and feminine cooling pads—can be developed and manufactured in South Korea. However, the correct OEM, ODM or private-label route depends on the product format, intended use, proposed claims and destination market.
An external wash positioned for cleansing may follow a cosmetic development route. A product claiming to prevent infections, treat pain or affect a bodily function may fall into a different regulatory category.
K-Beauty Bridge develops and supplies finished Korean-made beauty and personal-care products for overseas brands. Based on the agreed formula, packaging, quantity and destination market, we provide a finished-product supply quotation.
What Women’s Intimate Care Products Can Be Manufactured in Korea?
Korean production options may include:
- External intimate washes and foaming cleansers
- Intimate cleansing wipes
- External moisturizing gels
- Soothing intimate mists
- Feminine cooling pads
- Hydrogel cooling patches
- Postpartum perineal cooling pads
- Menstrual and menopause comfort patches
- External deodorizing products
- Post-shaving and post-waxing soothing products
- Travel-size and individually packaged intimate care products
These formats do not necessarily use the same equipment or manufacturer.
A liquid intimate wash requires cleansing-formula and filling capabilities, while a cooling pad may require nonwoven-sheet, hydrogel or pouch-sealing technology. The product format must therefore be defined before realistic production conditions and pricing can be confirmed.
Is an Intimate Care Product Regulated as a Cosmetic?
An external-use intimate care product may follow a cosmetic route when its intended purpose is cleansing, moisturizing, soothing, deodorizing or improving the external appearance of the skin.
Classification is not determined by the formula alone. The application area, directions for use, product claims and marketing materials must also be reviewed.
Claims such as the following may move a product beyond a standard cosmetic position:
- Prevents or treats infections
- Restores vaginal flora
- Prevents urinary tract infections
- Treats vaginal dryness
- Treats inflammation
- Relieves menstrual or postpartum pain
The U.S. FDA explains that cosmetic claims affect how a product is regulated. A product intended to treat or prevent disease or affect the structure or function of the body may be regulated as a drug, even when it is presented as a cosmetic or personal-care product.
Products intended for internal use—including certain lubricants, suppositories and vaginal-use products—may require a different regulatory and manufacturing pathway. Classification and proposed claims should be reviewed for each destination market before formula development begins.
Can Feminine Cooling Pads Be Manufactured in Korea?
Feminine cooling pads, external-use hydrogel patches and perineal comfort pads can be developed through Korean manufacturers with the appropriate sheet, gel or pad-production technology.
Depending on the manufacturing process and order quantity, brands may be able to customize:
- Pad or patch material
- Size and shape
- Application area
- Cooling intensity and duration
- Moisturizing or soothing ingredients
- Fragrance-free options
- Individually sealed pouches
- Number of pads per box
- Portable or travel-size formats
A feminine cooling pad should not be treated as a liquid product placed inside a different package. Its structure, moisture retention, cooling performance and pouch compatibility must be considered as one finished product.
“Cooling,” “soothing” and “external comfort” may be possible positioning directions. Claims to treat menstrual pain, inflammation or postpartum injuries may change the product’s regulatory classification.

What Is the Difference Between Private Label, ODM and OEM?
The terms private label, ODM and OEM are used differently by Korean suppliers. Brands should confirm the actual formula rights, development scope and customization terms rather than relying only on the terminology.
Private Label
A private-label project generally starts with a manufacturer-owned formula or existing product specification.
The brand may be able to select packaging and make limited changes to fragrance, color or featured ingredients. This can shorten development time, but formula control and exclusivity may be limited.
ODM
In an ODM project, the Korean manufacturer participates in product development based on the brand’s brief.
Development may begin with an existing base formula that is adjusted for the brand, or it may involve more extensive formulation work. ODM does not automatically mean that the formula is completely new or exclusive.
OEM
OEM generally refers to manufacturing based on a formula or product specification supplied or controlled by the customer.
In practice, the written agreement is more important than the terminology. Brands should confirm the development scope, formula ownership, exclusivity and whether a similar formula may be supplied to other customers.
What Can Be Customized?
Depending on the product format and order quantity, customization may include:
- Cleansing, moisturizing, cooling or soothing concepts
- Texture and foam density
- Cooling sensation and duration
- Fragrance or fragrance-free options
- Featured ingredients
- Sheet, pad or hydrogel material
- Product size and shape
- Fill volume
- Container or pouch
- Secondary carton and multipack format
A higher order quantity may provide access to more development options, but quantity alone does not guarantee a fully custom formula.
What Is a Realistic MOQ?
For a customized, export-ready Korean ODM project, brands should generally plan around approximately 5,000 units per SKU as a practical starting point.
The actual MOQ depends on:
- Formula batch size
- Pad, sheet or hydrogel production setup
- Individually sealed pouch quantities
- Container and packaging-component MOQ
- Printed label and carton quantities
- Fill volume
- Export-documentation requirements
For cooling pads, the material or printed-pouch MOQ may be higher than the number of finished retail boxes.
A manufacturer may be able to produce the requested quantity of finished products while the packaging supplier requires a larger quantity. The cost and storage conditions of the remaining packaging must then be included in the commercial calculation.
Brands seeking fewer than 5,000 units per SKU may need to consider an existing private-label formula, stock packaging, fewer SKUs or a simplified product structure.
What Determines the Finished-Product Supply Price?
The finished-product price depends on:
- Formula and development scope
- Featured ingredients and materials
- Pad, sheet or hydrogel construction
- Container or pouch
- Printing and secondary packaging
- Order quantity
- Destination market
- Shipping and delivery terms
A reliable quotation cannot be prepared from a general request for “a feminine wash” or “a cooling pad.”
To prepare a quotation, the brand should provide:
- Product type and intended use
- External or internal application
- Benchmark product or target user experience
- Desired benefits
- Preferred ingredients or materials
- Destination market
- Expected order quantity
- Target unit cost
- Packaging direction
- Desired launch date
For cooling pads, the brief should also state the required dimensions, material, expected cooling duration, number of pads per box and whether each pad must be individually sealed.
Can an Existing Product Be Transferred to Korea?
Potentially, yes.
A product currently manufactured in another country can be used as a benchmark for formula, texture, cooling sensation, dimensions, packaging and consumer experience.
However, some specifications may need to change because of differences in available Korean raw materials, production equipment, regulations and intellectual-property restrictions.
If existing packaging is supplied to the Korean factory, it must be compatible with the manufacturer’s filling or sealing equipment and pass compatibility evaluation with the final product.
If it fails either requirement, the same or a similar packaging specification may need to be produced in Korea.

Frequently Asked Questions
Can One Manufacturer Produce Both Intimate Washes and Cooling Pads?
Not necessarily. Liquid cleansers and cooling pads may require different equipment and technical capabilities.
Can a Korean Manufacturer Develop a pH-Balanced Intimate Wash?
Potentially, yes. The product specification should be determined based on the intended use, formula stability, safety and destination-market requirements.
Can We Launch Several Intimate Care Products at the Same Time?
Yes, but each SKU may carry separate formula, packaging and MOQ requirements. For an initial launch, concentrating the available budget on one or two commercially strong products may be more realistic than dividing it across several low-volume SKUs.
